Default Any tips for a better stipple background? Thanks!

A case barlow knife i'm working on. How can i get the stippling to be darker? I cut away the background with a flat graver about .015 deep then stippled with a pointed hss tool with a pyramid shape. Did i not stipple deep enough? I was at 60 psi with the tungsten piston letting it "bounce" so it didnt dog a hole. Once i finished i filled with rustoleum flat black and wiped away with a clean finger. Thanks for any tips! First time trying relief work with stippling.
